Aspen Lands Advisory is leading the rezoning and subdivision of the centrally located “Columbia Mills” property in Nakusp. The vision for the site is to create a 12-lot subdivision that aligns with the Village’s Official Community Plan (OCP) and contributes to the community’s long-term growth goals. With its prime location, the redevelopment presents a unique opportunity to introduce new housing options while enhancing the neighbourhood’s character.
The process began with a pre-application meeting between Aspen Lands, municipal staff, and the Chief Administrative Officer to present the redevelopment vision and address initial concerns. Based on these discussions, a phased subdivision plan was developed. This approach allows the landowner to sell the first three lots, generating funds to invest in infrastructure and road construction for the remaining parcels, ensuring the project remains financially sustainable.
In early 2023, the rezoning to R-1 was approved, followed by the receipt of a Preliminary Layout Review for the subdivision. The new zoning supports affordable infill housing and allows for carriage houses or secondary dwellings, ultimately enabling the creation of up to 18 additional residential units. Acting as the development manager, Aspen Lands continues to coordinate with municipal staff, manage sub-consultants, and oversee engineering design through its affiliated civil engineering firm.
From the due diligence stage to public engagement, Aspen Lands has managed every step of the process — securing geotechnical and environmental assessments, preparing concept plans, submitting documentation to the Ministry of Environment, and facilitating community notifications. The project remains in progress, with our team providing ongoing guidance through subdivision, development, and building permit applications to bring this strategic redevelopment to completion.
