Aspen Lands Advisory is serving as the consultant for a Development Group proposing a multi-phase residential community south of Kelowna. The project is designed to bring new housing options, community amenities, and thoughtfully planned infrastructure to support long-term neighbourhood growth. Our role spans from initial assessment through to rezoning and policy alignment, ensuring the development vision is both feasible and aligned with municipal plans.
The process began with an in-depth assessment of the site, followed by a master planning exercise with the developer. This planning stage considered the full scope of the community — including the mix of home types, roadways, servicing strategies, park dedication, and future amenities. A feasibility study was also completed, incorporating a detailed slope analysis to identify the most suitable and sustainable areas for residential development within the site.
Aspen Lands reviewed existing zoning regulations and future community plans to guide the development concept. A new land use plan was created to optimize the project’s potential while meeting municipal requirements. Working closely with design technologists, our team prepared preliminary site plans, road designs, and servicing assessments to ensure that each phase of the development is well-supported by essential infrastructure.
Recognizing the need to update planning policy, Aspen Lands developed a comprehensive development zone proposal and prepared the necessary rezoning and Official Community Plan (OCP) amendment applications. These submissions are key steps in aligning the project with the community’s long-term vision and securing the approvals required to move forward with construction in multiple phases.
